When I launch IE I get a string of code and a tool bar from www.gohip.com (http://www.gohip.com) that I can not get rid unless I enter control,alt,delete and "end task". The path shows as http://www.gohip.com/be3/hover.html-Internet Explorer.

I did not download anything and it just show up yesterday when I launched IE. I have check programs etc. It seem so be embedded into IE. If I launch Netscape I do not have this problem.

How can I remove this?

Try Go Hip's Removal Instructions (http://www.gohip.com/customer_service.html) and see if that brings your browser back to normal.
