Each time I reboot my PC, the PC's clock seems to have drifted out by 90 seconds or so. I believe it is running too fast or too slow.

Is there any way to fractional alter its speed?

This is often a symptom of a dying CMOS battery. I'd replace that if I were you. Write down your BIOS settings because changing the battery will reset them to their defaults.

If that's not it then you probably just have a flaky system clock. Here's are some programs that will keep it synced up with one of the Atomic clock servers:
