Yes, re-install Win98 (or whatever windows he's using) by booting up from the CD
that way it'll overwrite all the critical files infected by the virus.

You might try this first...
Repairing a Bad Winsock
1) Close all programs.
2) Open Control Panel
3) Open Add/Remove Programs
4) Choose the Windows Setup Tab – Second tab
5) Uncheck Communications
6) Hit apply and then ok at the bottom
7) You will then be prompted to reboot… DO NOT REBOOT!
8) Go to the Start Menu
9) Choose Run
10) Type “Regedit” Note- It is very important that the customer does not “play” around in here. Deleting things at random will quickly result in the computer not working. So make sure that you tell them not to click ANYTHING that you do not tell them to.
11) Click the + sign by the following folders: HKEY_LOCAL_MACHINE – System – CurrentControlSet - Services –
12) The folder we are going to delete is “Winsock2”. DO NOT DELETE “WINSOCK”!!!!!
13) Click on the “Winsock2” Folder one time so that it is highlighted.
14) Hit delete on the keyboard.
15) It will ask if you are sure, choose… Yes
16) Go to the Registry menu and choose exit.
17) Reboot the computer.
Half way done! If your user choose to reboot back at step 7 you will have to the following set of instructions, and then start over. Both the Communications Components, and the Winsock2 must be deleted before the reboot for this to work.
Reinstalling Winsock2
1) Open the control panel.
2) Open add remove programs.
3) Choose the Windows Setup tab.
4) Double click on the word communications. Note!!! We are not checking Communications this time, we are DOUBLE CLICKING IT!
5) Put a check by “Dial-Up Networking”
6) Hit Apply
7) Hit Ok
8) You will now be asked to Reboot, Choose Yes! Weeeeee
