Whats the best external cd-writer around at the moment that will copy anything playstation,dreamcast, etc etc without any problems

Well, of course you are allowed to make a copy of your own disks for archiving purposes, not sharing with buddies.
Now, the main difference with copying protected disks has more to do with burner software than it does the burner. I like and use CloneCD burner software.
Read bout CloneCD software here. Be very sure to check for which burners CloneCD supports. They do not support all burners, and many times...only certain models of some brands. (http://elby.ch/english/products/clone_cd/index.html)
