direct modem connections????

I have a question about the latency with modem to modem connections. I know some games allow you to directly dial someones phone number and connect to their modem. Is the latency super low when you do it this way? I would think it would be somewhat lower becuase it would not have to travel through the internet. Im wondering this becuase playing counterstrike would be a lot more fun if I could dial my friend and we could play counterstrike together with like 10 ping.

yes the latency is way lower, but the speed is not as fast.

I know the speed is gonna be lower, but 28 k would be fine on counterstrike if you have like 10 ping. Could anyone tell me how much lower is would be? like in millaseconds? If it would still be over 100, its not worth it.
