What are the best webpage development tools? Are there good ones that don't require code?

most used is Macromedia Dreamweaber

All Macromedia and Adobe.

then something from here and there
java, etc.

It always helps to know html, but it's perfectly possible to produce basic pages both in dreamweaver and frontpage (my favourite) without much coding. Frontpage shows you the generated code separately, so it's always possible to learn as you go.

Netscape composer is free, by the way, if you want to get started quickly, although it's a bit basic. You can get a free trial period of Freeway from http://www.softpress.com/ but I haven't tried that software.
