Backing up another computer over a cable modem.

I would like to back up my Fathers system onto CD. We are both on Cable modems and run Win ME.

What program would work effectively in this situation and what process should I follow?

FTP server/client will be to most reliable source here, specially the ones that can resume broken connections.
