if it takes about 50% cpu usage to load an Internet Explorer window, could that be bad?

probably not - your mouse takes a bit of processing, the IDE channels are controlled by the CPU hence when you open a prog you are using the CPU to:
read the info off the HDD
put the info into the RAM
change what is displayed
connect another session to the modem
move the mouse
control the other screens
Firewall (optional)
Virus Protection (optional)

Get the idea?

What is your OS and your CPU speed?

winxp + 733MHz- i do have firewall and antivirus, but firewall shouldnt make a difference since i wasnt sending or receiving data by opening a blank IE window; my antivirus protection pretty much works stealth, i also eyed the usage % on that and it takes up a mere 1%...
