I have a Windows 95 system. I bought a new hard drive and want to install Win 98 on the new one and keep the old one as is.
Is this a good idea? And how do I go about doing it?

Yes you can
But i don't see much of a point for the why you would want to do that.
anyhow.
for it to work properly, you must configure your old HDD as a SLAVE, and make your new HDD as a MASTER
then this will work find for you.
make sure you FDISK the new HDD, and format it before you attemt any install, else you might just kill your old HDD install.
due some not so obvious reasons caused by Microshaft Winblows

I think you are just asking for trouble keeping OS's present on both hard drives. I would suggest doing as Allgamer says and then copy all files you need from the old hard drive to the new one and format the old one (therefore eliminating Win95). You now have a nice clean data storage area that is not cluttered with Winblows 95 (also, it will have more capacity!)
good luck...

I like the idea of transfering files to the new onw. The only reason I am doing this is to change to W98 without losing all my stuff.
Once I get configured do I need a W98 boot disk so I can use my CD Rom to install W98 or is there a better way?

If I understand correctly...
You do not NEED the boot-up floppy to use the cd-rom drive just place the win98 cd in the drive (assuming the bios is set to check the cd drive for bootable media) and boot to it.
I would keep the floppy to do things like FDISK the hdd in the future.

yikes, you are just making this waaaaaaaaaaaay more complicated that it needs to be.
he wants to use both drives.
so i don't see how storing the old HDD can help him.
and what he originally planned is perfect already.
anyways....
everybody has their own way

but as you said, it's totally pointless, why anyone will want 95 when 98 is there?
correct no good reason what so ever.
just for the sake of making it work.,
that's the only sastifaction you can get out of the experience.
But going back to the original poster request.
he's not even planning on Dual booting, he just want 98 to be on his new drive as C:, and keep his stuff on the old drive as D:, so he can then move the stuff he wants to C: format D: to then be able to screw around with all that empty space in D: to do probably whatever he pleases
