What program do you need to improve the sound quality of an mp3?

I'm not sure what you mean by "improve the sound quality". MP3 is a data compression method that throws away some quality in favor of smaller file size. Once it's gone ... .

BTW ~ Your Topic heading would be more informative if it mentioned the topic. Actually, you have two very different questions, each deserves a thread of its own.

You can do most of the work with SoundForge, the beta is here: http://www.sonicfoundry.com/
http://www.goldwave.com has Goldwave 4.21 which is must less powerful, and is shareware.. but I believe it could take care of your needs.
