cpu usage sticks at 100%

every so often,with explorer open,i will notice a massive lag.i'll maximize cpucool and see my cpu is running at 100%.shut down explorer and returns to normal.go back on net everything is fine.it has only happened 3 times in last week.i'm just wondering what it could be.an ie problem or system.win98se p233@286.

CPU cooling software such as CPUIdle and Rain will cause the CPU usage level to stay at 100% when idle. That is because HLT commands are be given to the OS. There is no need to be alarmed, that is normal when using CPU cooling software.

i'm not running rain,and cpucool doesnt use the hlt command.this is by no means normal,my system grinds to a halt.any other thoughts.

it's probably some of the banner adds I know the shock the monkey one used to do that till every one started screaming about it
and they went in and redid the code for it
