Simple Dissable ACPI inside your BIOS
set up IRQ + DMA manually.
Dissable Parallel + Com 1 + Com 2 if you have no use for them, only keep what you need.
Assign IRQ to your USB and Video
Video and Sound card, each must have its own IRQ, and cannot be shared.
the rest, play around with them until you find a good combo

remove one of the OS's to get it running stable first.
it could be a driver conflict but you won't know with a mishmash of drivers installed

Not an issue if he's using NTFS for the XP and FAT32 for the Win98
Win98 doesn't even know the NTFS is there, as far as the FAT32 is concerned about the NTFS does not exist.
I'll use Win98 as my main Troubleshooting point, that's what i did with my system
I run Win9x/Win2K/WinXp/Linux Mandrake 8.2/ and many others
if you can make Win9x stable, then everyother OS will be also.

I have run the PC with both os's on there own and this did not help, I have also tryed removing all non esental compnents (I.E agp graphics installed no pci slots populated) and this did no help either. I have tryed everything I can think of to try to get this CPU running stable at 1.5Ghz, but the only way I have found the system stable is running at 11.5*100Mhz but there is still crashes every now and then, at full speed windows crashes as soon as it starts regardless of which OS is loaded

leave the case open and blow a house fan in there to see if it's heat related
