There is no performance boost with cooling units or fans. The idea is that the faster a processor is, the more heat it generates. In any circuitry, the enemy of circuits is heat because heat leads to circuit failure. Burned circuits mean open or shorted circuits. Cooling fans protect the processor. This is especially important for those who run their processors at higher than specified speeds - "overclocking". This may be how you have come to associate cooling and performance.
