There's something over at http://users.pandora.be/vincent/ called Ps2Rate. Never used it but it sounds like what you may be looking for.
However, if budget allows, I highly recommend using a digitizer instead of a mouse. CalComp's good.

Calcomp? Whats a digitizer?..I'm mainy a gamer...so is a digitizer much more precise that a mouse?

Can't get any more precise than a digitizer. These things range in size from 12"x12" to drafting size tables.
Although they are marketed for computer aided designers, as a gamer looking for an edge in accurate pointing devices, you couldn't get anything better.
Calcomp's small format 12"x12" (may have smaller ones) Drawing Board III has a resolution of 2500+ LPI. That's 2500 line per inch! I think a mouse has about 400lpi resolution. It comes with either a corded or uncorded 2, 4 or 16 button programmable puck (mouse). You can get it with a pressure sensitive pen also. Both could be used at the same time.. for that matter, so can the PS/2 mouse.
For gaming I use MS's force feedback stick and their IntelliMouse Pro. The Pro really tracks well for a mouse. It feels right. I usually have the the cursor speeding around the desktop at a sonic pace with a small movement of the wrist. However, I find that adjusting the speed And the amount of acceleration of the cursor, after movement occurs, helps dramatically in certain game-play.
There must be a high resolution mouse made with gamers in mind, that someone knows about here. But it has to feel right you know? Try adjusting tracking and acceleration speeds first before spending money. Unless you have the need. The need for spend and speed...

BTW Steve, I was the person that mailed you PS/2Rate. I just forgot to reply. To have the refresh stay at 200Hz even after a reboot, set it to 200hz, then put a check in the "Make Default". That should do it. Have fun.
