What is the best dial up modem?

Welcome to SysOpt. I think if you "read around" for a while you will agree that you have asked too many diverse questions for a single thread.
Also, by studying the answers to similar questions in the various pertinent Forums, you will develop an understanding of how others have formed their systems purchase decisions.
I will give you an example of an answer to your last question. Yes, you can mix the memory types. The chain becomes as strong as its weakest link.

Roy is right, but I'll pass on some of my thoughts anyway.
Explain what you mean by "dial up modem". They are ALL dial ups, so far as I know.
You can find a complete review of the A7V elsewhere on SysOpt. Bottom line: they liked it. However, you might have trouble finding one, new, these days.
The type and number of slots is up to you. What are you going to do with the machine and what daughter cards will you put into it? Personally, I prefer to have as many slots as possible "just in case" and I also prefer to have an ISA slot, although just about every card known is now available in a PCI flavor so an ISA slot is a secondary consideration in choosing a board.
Your sound card depends on your personal needs, rather than the mobo. Ditto the processor speed, except that there might be a bigger price difference than a performance difference. In my opinion, and this is just MY opinion, you need to double the processor speed in order to PERCIEVE a performance difference.
I can't tell you anything about the VGA card. Try searching SysOpt then the Web; I'm sure you can find reviews that will answer that question.

Just a quick note, ethernet cards are not modems, they do not "modulate or demodulate" A modem converts digital signal to analog and vice versa, an ethernet card transmits a digital signal across the cable/fibre

1) USRob ISA modem
2) one of the best mobos for AMD procs. A great overclocker.
3) I would normally say a Sound Blaster...but you usually have to work out the conflicts to get them to work. SB Live or MX400
4) Yes the VD2 will work but you must not run Win2K.
5) Depends on how much money you want to spend. This is like asking should I get a 10 or 20 GB hdd. The 800 ill do a GHz and the 1GHz will probably do 1100. I would go for the 1GHz since the prices of both are fairly close and not very expensive.
6) Yes you can use both speeds of mem together.

Dave, this is a tad off the topic but you were specific about an ISA modem. That suggests that you prefer ISA over PCI. Would you care to tell us why? I'd like to know cuz I just bought a USRob PCI modem and want to know if ISA would have been a better choice.

Maybe because ISA has its own controller and only uses the CPU for commands Vs. PCI relying more on the CPU to do the work.... I think that is the reason why ISA based modems are a bit more expensive.... But I have heard that some PCI based modems have controllers on them as well, but for a price of course...But I noticed that it's ISA modems are phasing out or should I say already has....
Another reason is that PCI based modems have a higher risk of having conflicts with other PCI devices such as network adapters, soundcards, etc...

Then again the ISA bus can slow down the whole system, so you might be better off getting a non-ISA board and using a winmodem with low cpu usage, like recent revision LT winmodems or ponying up a few extra bucks for a pci hardware modem.

I just found your rant in the locked thread: i came to this board to get questions and the least ya could do is a little research, and maybe answering my questions Mister ultimate member. BEfore telling me my thread has to many questions.
I hope you will take Joel's advice. I do quite a lot of research for others, finding the Link is a small example.
