Welcome to SysOpt!

Open System Information (MSINFO32.EXE) and navigate to Hardware Resources > IRQs. Click anywhere in the right pane and then press CTRL-A and then CTRL-C. You have copied that data to the clipboard. Paste that data in a reply here.

I had a problem like that when I got a free camera a long time ago. Mine was USB and I was told that only the Intel CHIPSET provided enough power to run the camera at the time. I had to send mine back and get the parallel version :( It was free though so I can't complain.

AMD is not the problem - VIA is. Try loading the VIA 4in1 drivers and USB Filter Patch:

http://www.viaarena.com/?PageID=2

If no go, try booting to Safe Mode and go to Device Manager. There, remove all root hubs and then all host controllers in the USB section. Restart normally and try again.

I have other ideas. Let me know.
