I'm planning to build a new system for me and pass on the other one I built to my parents. I plan to get the Abit motherboard that cand hold two celerons. Im set on all the parts I want to buy except for the operating system. My question is what OSs will take advantage of the two processors on the motherboard?

Try Windows NT 4.0, or Linux (lots of other *.nixs and BSDs take advantage for SMP as well) Or you could wait a few monthes and get Win 2000 Pro, which will also support SMP. Win 200 Pro is probably the best choice, as it combines the funtionality of win98 with the stability of NT.
See if you can get your hands on the beta of Win2K if your interested.

Try NT4 now. See what it's about. Get Win2000P later on down the road, as Dominus suggests..
Win98SE is the best I've seen yet, but no dual CPU's.
I just loaded W2K, doesn't like SB-Live for some reason. NT4 will do for you until new support for W2K is available.
