I'm getting a new mother board, and was wondering if i need to reformat C drive. Or would the registry in C auto detect everything on my new motherboard, such as new components and bios? My OS is Windows XP Pro.

HI, i've done that, and i never had problems with
my operating system. Windows will detect the new hardware.
The only problem i had was some nasty blue screen message, and i solved it by updating chipset drivers.
In a few moments you'll be getting the real answers, from the big guys in here, but this is just what i did, maybe i'm wrong.
hope it helps.

Its all about the HAL (http://whatis.techtarget.com/definition/0,,sid9_gci214424,00.html)
I've seen it produce some buggy machines and I've seen it not work at all. I've never seen it work successfully.

I've seen it work. BUT, I've ALSO seen it produce buggy machines aor fail outright. You gotta ask yourself how willing you are to live with a buggy machine. :D
