Managing bandwidth

I am looking for a program that will allow me to manage the bandwidth that each program uses (in WinXP).
For example if I have FlashFXP running multiple times, that I can assign how much each session may use from my up/down-stream.

Been searching the net for a while but nothing so far, so any thoughts would be appreciated.

the only thing i can think of would be a packet shaper. the only problem is they cost a pretty penny.
