HAL.dll ????

We had some storms here at the office and I had one Win 2000 workstation crash ........ it blue screens telling me the \system32\hal.dll file is missing and to replace the file.......the repair function wouldn't go so I reinstalled the OS ....... in the future, what is a better way to remedy this situation .
