I have such configuration of my drives:
PM: Seagate Barracuda ATA IV 60GB;
PS: none;
SM: TEAC CD-516EB (16x/10x/40x) @ UDMA;
SS: TEAC CD-540E (40x) @ PIO.

Why my TEAC CD-ROM is not in UDMA mode? I have WInXP PRO. When I installed it I changed the setting to "use DMA when possible" and it was used for some time. Noe, it is impossible to reach DMA. What's the problem?

Try moving the Teac CD-540E to the Primary Slave. It is much better to have the CD ROMS on seperate IDE channels.

Check the TEAC website for firmware updates. There may be a flash update for the drivers.

But one more question: does CD-ROM have a flash memory? I thought that only CD-RW has?

YES!!! I've flashed my CD-ROM and now everything is OK!!!
