I can get it into safe mode, but when I try to boot it normal, it looks up. Not sure what to do. Not the best with the Bios and I did not make a bootup disk ever.

I would suggest that there is a problem with something trying to startup. Boot into safe mode and run msconfig (you don't say what OS you have, and msconfig works on 98/me). Uncheck everything that isn't needed in the startup folder.

Other than that, we need to know what OS you are running, if you installed anything recently (biggest cause). Your system i.e. RAM, CPU, board.

Your bios will have nothing to do with booting into windows, unless you changed it recently. It simply sets your PC up before the OS goes to work.

I am running 98SE, I just installed a Geforce3 Ti200 video card which would not read the drivers when I installed the card and CD, I have 256 Ram, 30 GB HD, Via KT133 card and Athelon 750 mhz processor. I have done nothign to the BIOS. What are things that are needed in the MSCONFIG to run? Then I can go into safe mode and uncheck all the others.

did you un-install the old drivers for your previous vid card ?
And while in safe mode right click my computer, then clik properties, then go to the device manager tab, expand the display adapters and see what you have there. remove all but vga and the driver for your newly installed card. then re-boot.
should auto install the drivers you need , but if prompted, go for select from list and highlight the one for your new vid card.

The computer was working fine prior to doing this. So I may have to take the new vid card out again

No, I never did remove the old vid drivers..........

it's got to be the video card - you may want to reinstall the old card to make sure nothing else is wrong (device manager, etc.) - then I'd read carefully the install instructions for the new card -

I'm not a gamer so don't normally go for video card updates and I
don't know about that card but sometimes they use a setup program to "install" the drivers----

otherwise do the safe mode stuff bushmaster mentioned, and make sure you know where on the CD (or the hard drive) the new video card driver is when you reboot - you might also find the driver already in the windows/inf folder, or the windows/inf/other folder too (might be windows/system/inf, etc. - I'm at work and using w2000 so I'm not exactly sure)

good luck

Go to the device manager once you are in safe mode and you should remove your old display adapter information from the device manager. i'm sure if you go to display adapters in safe mode you;ll find your 2 vid cards listed, remove the one that is not supposed to be there.
