I'm not sure you can even if you want to.

If you could, you would not be able to access the programs that were previously installed when My Computer was located on the C: drive or partition. You would have to re-install all of them.

Ever since Win 95, My Computer is one program that you cannot and should not mess with as far as I know. You can, however, image the drive to D:/ or install Windows on D:/ and then instruct bios to boot from that drive. Even if you could move My Computer, why would you want too? Just curious.

On a fresh install with two partitions or drives present, you can choose to install Windows to any partition/drive. The boot files and some system files will still be on the C drive. You can make the C drive very small - ~10MB FAT16
