Get the latest drivers from the cd drive manufacturer's (both) and then consider a bios update. Also, ensure you have your drives set to the proper master/slave settings and their placement on the ide cable is correct according to those settings.

if it shows up in ur BIOs and ur OS is not showing it or windows does'nt pick it up and try to install drivers for it, then make sure u have plug and play enabled in ur BIOs, because if u dont then XP wont pick it up either

If none of that works, try switching the master/slave settings. I've had that problem before, with an LG burner. It just didn't like being set to slave, and I had to set it on Master.

You DO NOT need drivers for CDROM/RW.
Check if there is an autoexec.bat and/or config.sys in your root (C:\) and see if there are any lines containing mscdex.exe or atapixxx.sys or similar.
If you load CDROM drivers for DOS the CDROMs will NOT be found by W98.

try this
hook both cd rom's to IDE 2
set the cdrom as master the burner as slave
go into bios make sure cdrom is selected NOT auto, not user
exit and SAVE CHANGES
win 98 will then recognize both drives and assign them a drive letter
once recognized you can load dos driver for the cd rom if you want to. the burner has no need for dos drivers.
