Right now my Maxtor 27.3GB 7200 rpm UDMA66 hard drive is connected to the IDE port on my Asus P3B-F. In PIO 4 mode the average read is around 11500 KPS. In UDMA 33 mode the average read is around 23500 KPS. What would this hard drive get for an average read if it would run in UDMA66 mode which my motherboard is not capable of?

On my KT133 board, Im gettin 34MB/s on my WD 20.5GB 7200 ATA/66. (Slave to a DVD drive, on primary channel).

You drive will not get ANY higher average read speed than what it gets in ATA33.
The PIO mode 4 only allows transfers of up to 16.6MB/s. With your drive being able to deliver higher than that, PIO4 is limiting it's performance to 11500KPS.
UDMA33 with 33MB/s allows the drive to operate at it's maximum (23500KPS).
UDMA66 will not give any more since the drive is physically working at max on the UDMA33. What will increase will be the burst speed, and from around 25-28MB/s that is now on the UDMA33 will go to 55-58MB/s on the UDMA66. Since burst speeds are not that importand, believe me the difference will not be noticed at all.
