I was trying to reload windows 98 on a computer from dos, and it kept saying that the disk was not partitioned, and would not install windows. How do I fix that problem?

Welcome to SysOpt!
You'll need a bootable floppy (a Windows emergency disk will do just fine)
Set your machine to reboot from floppy (in BIOS) and when you see the command a:\> just type "format c:" then answer YES, go take a cup of coffee and then begin the installation of your OS.
Since you want to install WIN 98 you can try the command "format c:/s" instead.
That will pass the system to your hard drive

If you get the same message, type:

FDISK

answer Yes

Create Primary DOS partition

Yes

Reboot and FORMAT /S

I dont want to format the hard drive first, i am just trying to re-install windows over top of the current windows.

Why are you doing that? Did the system fail to start? If so, the hard drive may have gone bad or you may have scrambled the BIOS and the BIOS can't "see" the hard drive.

I am re-installing windows from dos because everytime i try to from windows, it freezes on me.

Your partition table is pooched. You should use this:

http://www.cgsecurity.org/index.html?testdisk.html

Testdisk should be able to recover your partition table. Try it.
