Need help identifying dtbse file type

I have a few *.dir files that contain USPS data for checking addresses. I'd like to import them into access to incorporate them into other pre-existing applications. Can anyone help me identify them?
Here's the first line:

Hummm. It refused to paste the rest of the line.

Here's the beginning portion of the last line. (it repeats the "ÿ")
=´ÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿ

Any ideas?
