Something hangs on after HDD format.

I believe nero dates there downloads so that the installable will only work for so long

I can't find this subject discussed but I'm sure people have experienced it. I installed Nero CD burning software evaluation software, then failed to evaluate within the 30 day limit. An unrelated glitch required me to format my HDD and reinstall the OS (win98SE). I formatted with the /u switch for a complete and clean erase. After installing the OS, I installed the nero for evaluation and it said my time limit had expired. HOW did it know I had installed it before? My Nero install came from a CDR so I know there could not have been info. written back to the install file documenting an install had occurred.
I suspect something hangs around after you completely format the HDD; perhaps in a hidden disk sector? Do the wipe programs that do a governmental erase take care of that?
