keep the computer plugged in and of course the system switched off. Caution, I switch off my surge protector and the computer. ATX power supplys may still have power available although the system is down ( deep sleep).
The plug's ground prong is the path to ground or rather zero potential. Without this path any static electricity that may build up has nowhere to go. The anti-static wrist strap's job is to bleed the static charge to ground and away from sensitve components.
Don't wear wool or nylon; I have a nylon jacket that "pops" me whenever I get out of my truck.

I'm assuming you are working at home and the only way to ground is via the house's wiring circuitry or copper water line.
