I want to know if it's normal to see high IRQ number like this under Windows 2000?

It's not unusual in either dual-CPU systems or WinXP (ACPI HAL). If you're having USB problems, welcome to VIA USB Hades. Cerberus will take your coat. You won't need it here.

You didn't mention the OS. What is it?
