Cookies Blocking GONE!

Specs:
Win 98 - ALL Up Dates - running IE6

I've been running this computer for yeasr with no problems then 2 days ago I cas't seam to block Cookies.

YES! I do have Cookies blocked in the security TAB an UserData Persistance Ckecked.

If I set the Security to PROMP Cookies I get the Pop up menu asking me what to do, I select BLOCK........:(((((( the cookie is still placed in my cookies an Tempoary Internet Files folder.
If I select BLOCK ALL Cookies in the Security Options I see no pop up window but my cookie folder will have dozens of cookies in it.

If anyone can help me solve this problem an GIVE ME BACK a NO COOKIE environment!!!!!!

PS PLEASE don't reply just to tell me that cookies are not harmfull -=- I JUST DON'T LIKE COOKIES

I don't want to put software on my computer to block cookies when in the past it was working fine! I'd like to find out what changed in my computer that stopped the blocking?

Like I said, I never had a problem blocking cookies till a few days ago, I'd just like to get the IE 6 Security settings working again. If someone know the registies settings that affect this PLEASE tell me.........

It seems that my restricted zones in IE 6 privicy tab change settings for some reson, an after using the reg file from the site above my comfusers mine again!!!!!!!!

OH..No viruses on system - NO Adware on system an running no other app on start up but Explorer.
