I was wondering if it is possible to have two pc's hooked to one server from home phone line? would the speed be OK?

Not on an analog phone line. Its possible to share one Internet connection across one phone line if the PCs are networked together and you setup the right software (some which are free).
Of course speed is relative, but web browsing from both PCs at the same time would not reduce the perceived speed by 50%. In many cases it would hardly be noticeable.
