Welcome to SysOpt.

It is normal to have sime hard drive activity even when you're not using it. I use a program called Goback that is constantly imaging the drives. Some drives have a maintenance routine or "self-healing" feature which gives you LED activity. Indexing applications, antivirus tools and some other background processes will "light you up" too.

Last (but not least), a virus, worm or trojan would cause hard drive activity.

if you use a regular dial modem unplug the cord from the wall or modem
if it's an external dial modem or cable/adsl modem disconnect the power
do you have virus / firewall / spyware software for protection??
look by the clock and see how many little tray icons are there
do a ctrl - alt - del to check how much software is running in the background
do you have maintenance scheduled for certain times???
