Hi!
A student here just came into my office seeking help with his laptop computer. It is about a three-year-old IBM. Upon start-up, which is extremely low (even by cheap laptop standards), it beeps loudly and continually. Then, once it does start up, his keyboard won't work (though the mouse will).

Can anyone tell me what might be going on, and how he might fix it?

Check for crumbs/dirt in the keyboard. Perhaps a key is stuck down (which would explain the beeping). Its pretty hard to get into the nuts and bolts of a laptop, I'd suggest, if all else fails and there are no other suggestions, taking it to your local PC technician and get them to physically look at the laptop.
