SysOpt users/admins I have another hard question:
What is the BEST MP3 encoder ever? I mean quality.
The speed doesn't have any role: I can wait some minutes more.
If anyone knows, please, post a link to the encoder in this thread.

You won't find any arguments from me here. Must use LAME, though you should definitely check out the 'Links' section to read up on the LAME project. WinDAC works well for me.

Using OrlSoft MPeg eXtension (http://www.orlsoft.ru/download.asp) with always updated version of Lame codec from here (http://www.mp3dev.org/mp3/).

http://www.hot.ee/smpman/mp3 I think this will work I like the lame myself and have tried a few different encoders and decoders (plugins) fruanhaf(however it is spelled) is working on the new mp3 #2 that is half the size I have the player, but no ripper. waiting for that to come out soon. hope this helps (usually my sugg. get shot down though!) But thats why I choose the name ammature.

I've found a Razorlame 1.1.5.

This is a free absolutely usable GUI for lame.
Here's the link: http://www.dors.de/razorlame/.
Tell me if it cost somethin. I like it, for example.

Probably wrong in your views, but I like AltoMP3. I find it easy to use and gets good results (but then probably not the best) I have a feeling it uses the Lame Codec as well.

Radium codec has worked well for me, but I don't encode many mp3 files anymore.

Why not put your PC's idle time to good use by downloading the seti@home client HERE (http://setiathome.ssl.berkeley.edu/windows.html) and then joining the Sysopt.com Users 2002 Team HERE (http://setiathome.ssl.berkeley.edu/cgi-bin/cgi?cmd=team_lookup&name=Sysopt.com+Users+2002)

UPDATE: Ask users here about the command line client. its not nearly as pretty but its much faster :D
