For the issue of laser always being on, that will depend on the make and model of your CDR or CDRW drive. Contact the manufacturer of the drive and ask them what the specs are for the laser being on when idle. Yamaha for one is a manufacturer that has the laser on at all times for no apparent reasons. Like I said it depends on the drive manufacturer and model... But the way I see it, you don't burn CD's every minute or hour, it's a planned thing in most cases for most people, so regardless if laser being on or off at all times, this methos is one way you can decrease some power on life time.
