The best cure for this behavior is an upgrade to Win2K/XP. You'll never see that nonsense again. Win9x just plain stinx at memory management. I have been where you are. Outlook and Netscape are the two biggest offenders, resource-wise. I never could leave Outlook running for more than 15 minutes in Win9x. It would take and take resources and Windoze wouldn't demand it back when Outlook went away. On the same hardware in WinXP, I can leave Outlook running minimized 24/7 with no troubles. It was the same with Win2K.

In my experience, memory-clearing utilities actually slow your system down and whatever they recover is eaten back up even faster than it was the first time. Your computer should at least run smoother without memturbo.
If you can't/don't want to change from win98se, check your virtual memory settings and play with them to see if you can get better performance. Also clear out your system tray - uninstall, or at least prevent from loading, anything you don't use every day.
Finally, restart your computer regularly - any time you do anything that it has to struggle a bit with, restart once you're finished. This clears out the memory and keeps it much more stable.
