Fresh install?

I've been hearing about this process for video cards, and people say that its reccomanded. What is it? What should I do to perform this? Any links to describe it?

Whenver you hear fresh install they are talking about a fresh installation of the OS. Reformat and reinstall. It is not necessary when installing anew vid card though. It is a nice way to clean a problemed system and you may have heard it in that context.

... or, when an application gets buggy, removing and reinstalling it sometimes helps.
