I had this problem with an FIC mobo once, I could never get a solution from FIC, or VIA so I returned the board and bought a different brand and it installed fine.
I'm not suggesting you return your mobo, I'm interested in seeing if there is a resolution for this.
You mention cooling. What else is going on?
Are you attempting W98 Setup while in an overclocked condition? Back off a bit and see how it goes.
I have found that W98 will not load in my OC system if it's running above about 950MHz. So I use SoftFSB to kick the speed above 1000 after the OS is loaded. Then it runs just fine.

My old system with a FIC503+ used to stop in the exact same spot of Win98 setup.
The solution? Wait.
My system would get to 100% mark (of "preparing your computer") and stall. After numerous times of aborting the setup and trying to troubleshoot I finally just got fed up and said screw it and left it sitting there stalled at 100% (while I attempted to take a nap). I was surprised to hear my HD spinning about 15 minutes later. Sure enough, Win98 setup was continuing.
And it would do this, without fail, EVERY SINGLE TIME I installed/reinstalled Win98. I don't know if it was just the motherboard or maybe a specific combonation of hardware.
But it couldn't hurt to try, just wait it out and see what happens.

THIS BULLITEN JUST IN REGARDING VOOGRUS COMP!
Heres some more stuff I found out about his problem after talking with him.
---he has not been able to boot from the floppy, for his floppy drive doesn't work, so he is trying to install directly from the cd rom
---surprisingly, the windows download from the cdrom gets to 100 percent then stalls forever, no error message appears, but voogru is still able to move his mouse.
---he is right now repartitioning his HD
MY SUGGESTED SOLUTIONS
---when re-partitioning, do not specify a file structure, let windows do that
---set BIOS defaults
---buy a floppy drive and install from the diskette
I hope we can all figure this out, its pretty sad to think that such a cool computer and styling case http://sysopt.earthweb.com/forum/wink.gif is just sitting there, unable to operate.

The FIC 503+ motherboard was one that gave me a hard time just as bad as PC no brand generic motherboard/Amptron/Onboard component, infact worst for one it was unstable, 2 it was slow, 3 the jumper was a pain to set, 4 the manual was all wrong about the jumper setting, which took me an hour just to figure out how to set the jumper correctly for CPU and memory speed, voltage. too many jumper, major headace. I was about to ram my hy head against the wall because I have lost all my patient on this buggy motherboard. I constantly get VX00000 error blue screen of death. This motherboard can only be used to surf the internet but anything else is just impossible to do such as playing games, encoding mp3, running emulator. I don't how many time I have said this already but I can you it one of the worst motherboard I have dealt with, bought once and you will probably not want to do anything with FIC product ever again.

Voogru, you going to have to mess with the bios constantly because U see most it does not improve performance at all and in the manual it say it does and is disabled by default. I have even flashed it to latest version, I see no improvement. Still the exact same **** that it had before I updated the bios. If you guy return this board for something else, you did the right thing. This just isn't worth the time fiddling around with it.

Re the MX300:
I remember seeing posts about problems that can be solved by disabling soundblaser emulation. I have an SB Live so I don't know the details. I think the posts were in Tech Support...

I'm running Win ME with the 300mx and have no problems. But it uses like 4 irq's- had to disable SB emulation to free one up for another card.

Had the same freezing problem on 3 systems in 3 days at the same point. Seems to be a BIOS setting with the KT Chipset (happened with one Asus A7V and 2X MSI K7tPro).
Funny today after getting the s@#ts and storming off for a cigarette only to come back 15mins later to see it comes unstuck after a while.
