Yes, it's that bad. This is in fact the worst TV output we've seen.
Moving the output cable around seems to suggest that the noise source is an unshielded breakout cable surrounded by high-frequency circuits. If this is indeed the case, Foxconn might be able to cure this in later editions with a shielded cable, but buyers of the current model will definitely want to avoid using the S-Video output until then! Since TV-Out is indeed "out," it's time to move on to more promising aspects of this board.
Update: After this story ran, an Nvidia rep contacted us and said that the issue has been fixed in currently shipping BIOS. He also provided us with an updated BIOS from mid-October. Meanwhile, Foxconn also contacted us and agreed that an unshielded cable may also be responsible, and is shipping us a new part. We'll be running tests on this shortly to verify the improvements, so stay tuned.
